Internal Rules for Users of the Nagoya University Information & Communications Information Media Studies System

Article 1(Purpose)

Necessary matters concerning use of the Information Media Studies System, etc. (hereinafter referred to as “System, etc.”) that is operated by the Nagoya University Information & Communications (hereinafter referred to as “ICH”) shall be provided for by the provisions of these Internal Rules.

Article 2 (Definitions)

The term “Information Media Studies System, etc.” as used in these Internal Rules shall mean the software and equipment in the Information Media Studies System and Educational Materials Creating and Distribution System of ICH and their locations.

Article 3 (Scope of Purpose of Use)

The purposes of the use the System, etc. shall fall within the scope of the following matters:

  1. classes on information media education;
  2. self-study on information media education;
  3. research on information media education; and
  4. other matters that the Director of the ICH finds appropriate.

Article 4 (Open days and hours)

  1. The days when the System, etc. is available are those days excluding the days listed below:
    (i) Sundays and Saturdays;
    (ii) holidays prescribed in the National Holidays Act (Act No. 178 of 1948); and
    (iii) year end and new year season (Dec. 29 through Jan. 4 of the following year; excluding holidays that fall under preceding item).
  2. Notwithstanding the provisions of the preceding paragraph, when the Director of ICH finds it necessary, the use of the System, etc. may be cancelled temporarily.
  3. Opening hours on opening days shall be determined separately.

Article 5 (User Eligibility)

The following persons are eligible to use the System, etc.:

  1. officers and staff members of Nagoya University;
  2. undergraduate students of Nagoya University;
  3. graduate students of Nagoya University;
  4. research students and guest researchers of Nagoya University; and
  5. other persons deemed to be eligible by the Director of ICH.

Article 6 (Procedures for Use)

  1. A person who intends to use the System, etc. (excluding cases where the person intends to use the System, etc. for a purpose set forth in Article 3 (ii)) shall submit a specified application form and obtain approval.
  2. When the Director of ICH finds the application set forth in the preceding paragraph appropriate, he/she shall approve it.

Article 7 (Change Notice)

In cases where there is a change to the information stated in the application form prescribed in Article 6 (1), the person who obtained the approval set forth in paragraph (2) of the preceding Article (hereinafter referred to as a “User”) shall promptly notify the Director of ICH to that effect.

Article 8 (Limitation of Use)

  1. When a class or research using the System, etc. takes place, the Director of ICH may limit the use of the System, etc. by persons other than specified person.
  2. When the Director of ICH finds it necessary, he/she may impose necessary conditions or limitations on Users for the use of the System, etc. or take measures.

Article 9 (ICH Satellite Laboratories)

  1. Matters concerning the installation and modification of the System, etc. in the facilities of a department other than ICH, for which the ICH installed the System, etc., (hereinafter these facilities shall be referred to as “ICH Satellite Laboratories”) shall be provided for by the Director of the ICH.
  2. The management and operation of ICH Satellite Laboratories shall be conducted by the head of department where the System, etc. is installed (excluding ICH; hereinafter the department shall be referred to as the “Installation Department”).
  3. Necessary matters for the use of the ICH Satellite Laboratories shall be determined after consultation with the Director of ICH and the head of the Installation Department.
  4. The Director of ICH may request reports on the status of management and operation of the ICH Satellite Laboratory from the head of the Installation Department.
  5. When the Director of ICH finds it necessary for System, etc. management, he/she may impose necessary conditions or limitations or take measures for the management and operation of the ICH Satellite Laboratory.

Article 10 (Burden of Cost)

  1. When a User uses the System, etc., the Director of ICH may request the User’s affiliated department to bear part of the cost of the use as a usage fee.
  2. The amount of the usage fee set forth in the preceding paragraph and its billing method shall be specified separately.

Article 11 (Responsibilities of Users)

  1. Users shall comply with the Act on the Prohibition of Unauthorized Computer Access (Act No. 128 of 1999), relevant laws and regulations and these Internal Rules.
  2. In cases where the Director of ICH requests it, Users shall report on their conditions of use.

Article 12 (Prohibition of Falsification and Copying)

Users shall not falsify or copy software that is installed in the equipment on the System, etc.

Article 13 (Prohibition of Misappropriation)

Users shall not misappropriate the resources of the System, etc. in any of the ways listed in the following items:

  1. to use the System, etc. for the purposes outside the scope prescribed in Article 3;
  2. to allow a third party to use the System, etc. ;
  3. to use the resources of the System, etc. assigned to an individual for someone else; and
  4. other matters that the Director of the ICH finds inappropriate.

Article 14 (Damage to or Loss of Equipment)

  1. In cases where a User damages, loses or ruins the equipment of the System, etc. or other equipment, he/she shall promptly notify the Director of ICH to that effect and follow the Director’s instructions.
  2. In cases falling under the preceding paragraph, the Director of ICH may request that the User who damaged, lost or ruined the equipment pay compensation for the damage.

Article 15 (Cancellation and Suspension of Use)

When a User violates these Internal Rules or provisions based on these Internal Rules or when a User causes other significant obstacles to the operation of the System, etc., the Director of ICH may suspend the use of the System by the User in question for a specified period or may cancel the user registration of the User.

Article 16 (Miscellaneous Provisions)

In addition to the matters provided for in these Internal Rules, other matters necessary for the use of the System, etc. shall be provided separately by the Director of ICH.

Supplementary Provisions

These Internal Rules shall come into effect as of June 24, 2010 and shall apply as from April 1, 2009.


User Instructions for the Nagoya University Information Media Studies System

(1) Information Media Studies System users shall comply with the following matters:

  1. In order to protect their personal information safely, users shall not tell their user password to anyone else and they shall pay attention to keep it from being known by others. For its safety, we recommend that you change your password yourself frequently.
  2. Your Nagoya University ID that is issued by the University is a valuable privilege granted to individuals. Therefore, users shall pay careful attention not to allow others to use their ID.
  3. Users shall not break, lose or ruin hardware and equipment in the Center Laboratory or in each Satellite Laboratory.
    If a user breaks, loses or ruins them or detects that this has occurred, he/she shall notify the Information Media Office (ext. 3903) to that effect promptly. This attitude will enable the Information Media Studies System to maintain a user-friendly environment at all times.
  4. The software of the Information Media Studies System is the shared property of all users. Users shall never modify or copy it.
  5. Users shall always use the Information Media Studies System sincerely. Users shall never commit any antisocial acts, such as violating the Copyright Act or other laws and regulations.
  6. Information media education supports the development of university education. Therefore, users shall not commit shameless acts, such as commercial acts, network crimes, distributing harmful information, etc. In addition, users shall pay attention to avoid any damage caused by trusting fraudulent information on the network unquestioningly.
  7. Users shall not use media to commit acts of defamation or any act that constitutes an abuse of human rights. Information media provide the means for users’ personalities to develop and be recorded.
  8. Notices and messages from the Information Media Studies System are announced on the bulletin board and electronic news feed. Please check them frequently.

(2) Please comply with the following matters when transmitting information from information media terminals:

  1. Please indicate your name and assured contact information so that the sender can always be identified. In addition, provide sufficient information so that the sender can be contacted without fail. It is important aspect of etiquette when using a network to transmit information clearly to each other.
  2. There is no guarantee that information for a specific person cannot be viewed by a third party. Therefore, do not send confidential information, such as your credit card information.
  3. Do not attempt to use computing resources within or outside the University that are not authorized for use.

(3) Users shall follow the directions of the person in charge of a class, University staff members and those persons who are authorized by the Director of the Center. This is a basic condition for users to be able to use the Information Media Studies System without confusion.

(4) With regard to problems on the network between users, the Information Media Studies System will not get involved. Please strive to prevent conflict from growing by relying on user responsibilities and calm decisions.

The principle of using shared facilities is that users can use them freely and comfortably in an environment where a sound relationship between people has been established and where people can mutually exchange information and develop together. The Information Media Studies System strives to maintain and improve the information environment for this purpose. Users must comply with these User Instructions and follow the rules above when using the terminal rooms.


User Etiquette

The equipment and software that are installed in the Center Laboratory and Satellite Laboratories are the shared property of all users.
The principle of using shared facilities is that users can use them freely and comfortably in the environment where a sound relationship between people has been established and where people can mutually exchange information and develop.
The Information Media Studies System strives to maintain and improve the information environment for this purpose.
Users must comply with User Instructions and follow the rules below when using the terminal rooms.

  • Never eat or drink in the room. It will cause damage and ruin equipment.
  • Never enter a terminal room during a class if you are not a student in the class. Your entrance will disturb the class.
  • Do not occupy a terminal computer for a purpose that does not meet the Internal Rules for Users, such as to play a game, etc.

If an act in violation of these rules is found, we will check your name, user ID and other matters.
